St. Louis, Missouri was my place of birth. After graduation from St. Louis University, I entered the Navy for two years of duty in San Diego. My business career entailed 30 years with Dow Chemical in numerous domestic locations.

San Diego (Rancho Bernardo) has been my home since my retirement in 1984. I served as President of a Home Owner's Association and as a Planning Board member ('89-90') and as a member of the Board of the Country Club of Rancho Bernardo. In 2004, I moved to Casa de Las Campanas.

After serving in the Navy during WWII, I attended New York University and
graduated in 1949 with a B.S. degree is Business Administration.
In 1951 I married my sweetheart Edna.

After our son Michael was born I started a business in Hicksville, New York.
Wolfie's Brake and Clutch was an auto parts rebuilding organization, specializing
in brake shoes and clutches. Although I sold the company, it is still in operation
carrying my name for over after 50 years.

Thirty three years ago my wife and I opened a soft frozen yogurt store in the Jack in
the Box fast food shopping center in R/B. At that time we moved to Oaks North.
After we sold the Yogurt store we then owned the Maaco Paint and Body franchise
in Escondido.

Upon retiring I joined the North County Senior Softball League. During the past 20
years I have managed teams several times. I have now completed my 8th year as
League treasurer.

In 1997- 1998 I was President of the Oaks North Tennis Club.
Edna and I have been square dancers for the past 20 years.

In 1998 - 2002 while serving on the Rancho Bersardo Planning Boerd I was Vice-Chairman of the election committee. In addition to that position I served one year as Board Secretary and one year as Treasurer.

We now have 4 wonderful grandchildren, who live in San Diego.

Joseph Farace

I have been a resident of Rancho Bernardo for the last 20 years and originally hale from upstate New York. I currently live in the Greens East area with my wife and two kids. My parents are business owners in Rancho Bernardo, and my brother and his family also live in Rancho Bernardo. As a result I have vested interested in assuring that RB’s community character and ideal family environment are maintained.

My background is as a land use planner. For the past 11 years I’ve worked at the County of San Diego Department of Planning and Land Use. I am currently a Planning Manager where I supervise the County’s Policy and Ordinance Development team. During my time at the County I’ve been a project manager on numerous land use discretionary projects that have required my interaction with different levels of County management, elected officials, community planning groups and the media. My job has required me to review, analyze, and interpret complex land use planning documents and CEQA level environmental documents. I am also a member of the American Planning Association’s Institute of Certified Planners.

I believe that my experience and knowledge will benefit the RB Planning Board in advising the City on land use planning matters facing our community.

Born & raised in the mid-west, I moved into Rancho Bernardo initially in 1967, after being discharged from the Marine Corps… then to pursue a BS degree in finance. I worked in commercial and corporate finance, here in San Diego, for 12 years, before deciding to start a business of my own… which focuses upon marketing, and construction within the marine industry. In addition to my serving on Rancho Bernardo’s Planning Board, I also serve as the Board’s liaison to San Diego’s Regional Planning Agency (SANDAG), and to the Community Planners Advisory Committee on Transportation (COMPACT)… as well as serving on the Board’s Traffic & Transportation Committee, their Development & Review Committee, and their Regional Issues Committee.

My wife Liz and I moved to Rancho Bernardo in 1981 along with our two boys. We reside in the Greens East area. We have enjoyed raising our boys here and love the quality of life afforded by Rancho Bernardo.

Professionally I have been involved in public transportation (rail) for some 42 years, starting my career in New York and then working for similar public transit agencies in New Jersey, and Dade County, Florida. I attended Rutgers University in Camden County and studied Business Administration. Using this knowledge and experience I accepted a senior management position at the San Diego Trolley in 1980. When first hired, I was instrumental in staffing the agency and starting revenue service. During my tenure, I saw the Trolley mature from a small 15-mile system to a regional 53-mile light rail network. I retired in 2008 as their President and General Manager and now find that I have time to devote to my community.

I feel the community of Rancho Bernardo remains one of the premier planned unit developments in the entire United States and the quality of life is unmatched. Despite the fact our community is over 40 years old; there are many challenges that face us both locally and regionally. I feel my experience in working with regional governmental agencies and political bodies will pay dividends for the Rancho Bernardo Community Planning Board.

A native of New Jersey and graduate of Rutgers University, I have worked for 46 years as a city and regional planner, community development director and private planning consultant. My first professional position in 1960 was with the City of San Diego Planning Department . This was the period when the Rancho Bernardo Community and other exciting projects were being planned and built in the City.

After San Diego, I worked for the State of North Carolina and subsequently served as Planning Director for the Town of East Hartford, Connecticut and as Community Development Director for the Cities of Gardena, South San Francisco and Seaside, California. I had a planning consulting firm in the Bay Area and was also licensed and worked in commercial and industrial real estate. During this period, I also served two terms as a Member and, for one year, as President of the South San Francisco School Board.

After retiring, my wife Carol and I moved to Rancho Bernardo in June 2007. Our first daughter and two of our grandchildren live in Point Loma while our second daughter and two more grandchildren live in Oak Park, Illinois. I enjoy playing golf, reading, attending movies, plays and sporting events, and walking my dog “Boomer“.

My wife, Michalena, and I have lived in Gatewood for the last four years. We have a son, Tanner. I am an Architect with a Bachelors Degree in Business Finance. My wife, who is a veterinarian, owns Companion Care Veterinary Hospital in Rancho Bernardo which opened in October, 1998. I put myself through school working in an architectural firm and upon graduation decided I liked architecture better. My hobbies include travel, pets, and oddly, architecture and design. I choose Rancho Bernardo because it is like a small midwestern town I was raised in. I got tired of doing projects throughout the country and thought this was a nice place to raise a child (especially as an older parent).
